To govern is to rule. A government may be as simple as a tribal council that meets occasionally to advise the chief or as complex as the vast establishments with their procedures, laws and bureaucracies found in many large countries today. Republican and democratic parties. The Republican party mainly believes in opposing higher tax rates for higher earners, which they believe are unfairly target at those who create jobs and wealth. They believe private spending is more efficient than government spending. Republicans believe individuals should take responsibility for their own circumstances. As where Democrats strongly believe in equality in all fronts. Democrats believe in equal opportunity despite race, religion, gender, or sextual orientation.

Although the parties may differ significantly, the main premise of governance remains the same. The functions of political parties are important task in government, they bring groups of people together in order to achieve control of the government, develop policies according to their interest or the groups that support them, and organize and persuade voters to elect their candidates to office. Political parties and interest groups are vastly alike yet vary differently. While political parties are striving toward winning a group of voters, interest groups articulate in beliefs, and more specialized groups.

Interest group are more concerned with a collection of people with shared goal of influencing public policy, they do not run their own candidates for office, and they typically seek more specific policy goals than parties. As where political parties are more interested in governing and ruling a population.
