The paper will identify and explain the purpose and actions of any four phases of the Army Organizational Life Cycle Model (AOLCM) by providing a hypothetic example to illustrate how the process works. Likewise, it is going to discuss how the Total Army Analysis (TAA) process feeds into the DOD’s Planning, Programming, Budget, and Execution (PPBE) process and the role it plays in.

Army Organizational Life Cycle Model

The AOLCM purpose is to keep running the Army after each cycle ends by regenerating forces and sustaining capabilities. It is a process that analyzes and assess the agenda of the Army change efforts conceptually, and it will help us as Senior Leaders to forecast our units changes. As a life cycle, each Army member and equipment would go through phases of the process such as Force Management; Acquisition; Training; Distribution; Deployment; Sustainment; Development; Separation. Every function/phase in the process of AOLCM performs specific actions to achieve the purpose. Recruiting Soldier illustrates how the process works through four of eight steps.

Acquisition phase scope is to obtain people, equipment, money, and facilities readiness by mission, capabilities. Therefore, the requirement and authorization documents submitted before the Congress authorizes, and the Department of Defense (DOD) provides the budget, in our example the sense for recruiting Soldiers. Next phase is training phase.

Training phase scope is to create military proficiency and efficiency through actions such as instruction, drill, practice, and discipline, and our recruits, during this phase, will transit from civilian into professional Soldiers. After training, Soldiers will distribute to the units.
Distribution phase scope is to provide the sources for forming and sustaining units. The personnel and equipment distribute as per priority and required. Soldiers trained are ready to the prioritized and required units. The last illustration phase of AOLCM is deployment.
Deployment phase scope is to project a combat force rapidly to any place and anytime to meet national requirement. The resources (personnel and equipment) may be the subject of mobilization, demobilization, deployment, and redeployment depending on the priorities and needs. Apparently, Soldiers will deploy in a combat zone or noncombat zone, pre-deployed training. Highlighting, AOLCM is a process that helps us as Sergeant Major to understand the Cycle steps/ phases into through our Table Organization Equipment (TOE) and Manpower Table Organization Equipment (MTOE). Changes due to priorities might affect one of the phases and as a result of the process too. Total Army Analysis (TAA) resource TOE and other components, consequently it will touch AOLCM.

Total Army Analysis Roleplay

The Total Army Analysis (TAA) process feeds into the DOD’s Planning, Programming, Budget, and Execution (PPBE) process and play a crucial in developing Army changes. TAA is an annual process and determines the mix of organizations that include a balanced and affordable force structure. Also, it is two-stage development process; “Science” and “Art” Army Plan is the reference of TAA document produces the Army Structure Memorandum (ASTRUC) to the Army and Program Objectives Memorandum (POM) to the Office of Secretary Defense.
